Planning
Our planners are industry leaders in developing plans that are actionable in the midst of any disaster. Using leading guiding HSEEP principles, our team can create realistic crisis, response, and recovery plans to guide any state or community through disasters.
Disaster Response & Recovery
DRRS can train Emergency Operations Center (EOC) staff, but we can also deploy ICS trained and experienced EOC staff as well as assist with the transition to short and long term recovery. Our team helps clients plan effective recoveries that prioritize community lifelines that citizens and governments depend upon.
Mitigation
The avoidance of life and property loss can be mitigated with investing in resilience strategies. Several federal programs are aimed at reducing this risk and DRRS helps clients access these important program resources.

Grants Management
Federal grants are an integral part of preparing for, responding to, recovering from, and mitigating against disasters. We have experienced and knowledgeable expertise honed from managing such grant programs that stemmed from ARRA, CARES Act, ARP, and many other programs such as HUD CDBG-DR/MIT, FEMA PA, HMGP, and BRIC.
Audit Readiness
At DRRS, our team knows what it means to be monitored by a federal granting agency or to be audited by an Office of Inspector General. We prepare clients for this experience to ensure that clients can respond effectively.
Anti-Fraud Programs
We are able to address client fraud concerns for large beneficiary programs by introducing program internal controls and reporting mechanisms.
COVID-19 Recovery
While the world and the nation have turned a corner in the fight against the virus, states and communities are left with trying to piece back together their operations to support citizens and to foster an environment where economies can recover to pre-pandemic levels so that citizens can rejoin the workforce and restore the fabric of communities. The federal government has appropriated funding for two important programs: the Coronavirus Aid, Relief, and Economic Security Act, 2020 (CARES) and the American Rescue Plan Act, 2021 (ARP). It is important for states and communities to plan wisely how to use this funding to exponentially recover and it is also important to expend the funding compliantly and that includes keeping substantive records of these grant activities. DRRS can assist with designing grant programs as well as establishing simple but effective processes to meet compliance requirements. Understandably, recipients of this funding expended it quickly to address immediate concerns. DRRS can help clients tell the story of their grant expenditures. We can also assist with grant reporting to the U.S. Treasury for state and local funding grants for both programs.

Christian Montz, Principal
Christian Montz has two decades of federal grant experience and has helped many states and communities address multi-hazard crises from natural disasters and pandemics to financial crises. He has designed federal grant programs and has also audited them. He is a former FEMA Region VI Grants Division Director, holds a Master of Public Administration, and is a Certified Fraud Examiner.
DRRS is a certified Texas HUB entity
